Balochistan solution (The NEWS)

In his address to the Balochistan cabinet, Prime Minister Yusuf Raza Gilani has once more struck all the right notes by stating the government will soon convene an All Pakistan Conference to resolve issues in the province and that ways would be found to undo injustices committed there. The prime minister's visit to Quetta coincides with the acquittal of Akhtar Mengal and another BNP leader, Habib Jalib, in a treason case against them. Following this, Gilani has ordered that Mengal, jailed in Karachi since 2006, be freed. This release in itself should have a positive impact in Balochistan while the decision to involve political groups across the country in a dialogue on Balochistan is also a step in the right direction.

The perceptions in the country's biggest province of second-rate treatment by the state of Pakistan run deep. Whereas the steps taken by the government are excellent starting points, they need to be carefully built on. Perceptions, even more so than realities, cannot be altered overnight and it will take time to alter entrenched mind sets and modes of thinking. To make this possible, there is a need to engage people from across the country as well. One of the problems has been the failure to openly discuss the issues of Balochistan and indeed the other minority provinces, in the public sphere. The result is that many people in Punjab, and indeed elsewhere in the country, are poorly informed about the sentiments and hardships of fellow citizens in other parts of the country. This is especially true of Balochistan -- with the average resident of say Khuzdar or Naushki or any other town in the province in many ways a stranger to his counterpart in Lahore or Islamabad or Sialkot. Indeed, in this age of the media, it sometimes seems we know far more about life in London or New York than about places within our own country.

Such mental distance gives rise to misperceptions and a lack of trust. Myths about the lack of 'patriotism' among the Baloch are widespread. Few stop to consider how much this may be an outcome of the manner in which the province has been treated. There is a need to close the mental distance that exists. The electronic media can be called on to play a role. But it is also worth thinking of setting in place student-exchange programmes between the provinces and creating other similar opportunities for people to get to know each other better and evolve the understanding essential to federal harmony.
