I hope all of u will well.
first of all I want to tell all to u about me. I belong to Layyah and seraiki speaking. I am an IT professional and this time in Islamabad. Now answer all of ur queastions 1 by 1.

1. I do research on the alphabets of seraiki and read many seraiki books which are written in seraiki. I also read the books of foreign writers who did research on seraiki specially Goerge Greerson(U.K). I also get data from web about seraiki alphabets and unicoeds. There is a organization called International Standards Organization (ISO), which develop standards of different things and all world follow these standards. Therefore ISO also create standard UNIVERSAL CODES(Unicode) for languages spoken in world. I get these unicodes from ISO and develop chart for u. You can also see these codes from this site www.unicode.org in Arabic section.
2. You can use yhese unicodes in programming languages of computer like C, C++, Java, VB etc. The method of using unicodes in these languages is different in each language. In MS Office XP u can use these codes by write a code without "U" character and then press key "Alt+X" ur required alphabet will be wiritten. Because Windows XP and MS Office XP also support all these languages which are written in Arabic Script, but u can do this by installing the files of Asian laguages in Windows Xp. Tehese files are present in Windows CDs and u cand do this like as , go in control panel then go to option of "regional & language option" there u find a option like"complex script and right to left" click it and put windows cd in cdrom it willbe installed.

3. origionallly seraiki alphabets are 39 and other one like 38a, 39 a etc are extended forms of the alphabets , these forms are not included in alphabets. ISO develop their unicodes for easiness of writing.
4. there a person ask that the words "Dheh, Theh "etc are not the alphbets. yes these are not "alphabets", these are "words". word become by the combination of alphabets and alphabets are not formed by the combinations. for exmple "dheh" it is combination of two alphabets one is "dal" and second is "do chashmi heh". I think u r cleared.

some days after i will mail again alphabets file because i am douted about the alphabet "RNOON" written noon gunnaha with tey above it is used as mostly in word"Hunn" . I am just confirming this alphabet because i think actual is "Noon with teh above"
